Pawns in the System: US Official Blames Government, Not Workers, for H-1B Fraud

Department of Labor Inspector General Anthony D'Esposito slammed the H-1B program, calling parts of it a "criminal enterprise," but insisted visa holders are not to blame. He faulted the federal government and exploiting corporations for using workers as pawns to underpay labor and replace American graduates. He vowed an aggressive crackdown on system abuse, while separate proposals consider eliminating the 60-day post-job-loss grace period.
